Experts in juvenile rehabilitation believe that an effective transformation of offenders is to start rehabilitating them early on. If you have reached a child early on, there is a greater chance that he will not offend again.
Most of the juveniles that are in incarceration said that the reason for their acts was because they do not feel that they belong or that they feel that they do not matter to anybody unless they are a part of something big. This is why experts believe that the sooner you reach out to the child, the better it is for him. Juvenile rehabilitation should not concentrate on appropriating budget for incarceration. Instead, it should allocate even half of the budget for alternative programs and activities that these kids can indulge in. Through this, there wouldn't be as many youth as there are now who need juvenile rehabilitation.
